Advocacy
ICA is shaping local, statewide, and national policy by elevating awareness, education and support of robust voice and data communications throughout rural Iowa.
ICA Legislative Committee The Legislative Committee advises on matters before the Iowa Legislature and the Governor's Office and assists in grassroots development programs. It also advocates changes in Iowa law that will advance communications services for the betterment of Iowa and our economy.
Federal Advocacy ICA speaks as the voice of our members with federal policymakers. In addition to corresponding through email and phone with congressional staff, we schedule periodic in-person advocacy trips to Washington DC to discuss communications policy with Iowa's Senators and Representatives. The Alliance also conducts meetings with officials from important federal agencies including the FCC, USDA, FirstNet, and others. ICA frequently files comments with federal agencies and participates in national coalitions supporting rural communications.

Additional Advocacy Resources:
- USF Legal Challenge. In January 2025 ICA joined 29 other state broadband and telecom associations in filing an Amicus Curiae brief urging the US Supreme Court to overturn the US Court of Appeals for the Fifth Circuit opinion that said the FCC’s administration of the USF program is unconstitutional. The joint associations gathered data from their nationwide membership to create a report summarizing that data to show the positive impact of the USF system.
